The Tick arrives in The City straight from a mental institution, having decided to embark on a career as a superhero. Brimming with earnest but delusional enthusiasm, the big blue hero begins to navigate the urban landscape in search of crime to thwart. He is fully committed to his new identity, though he lacks any real understanding of the city's criminal underworld.

His initial attempt at heroism is met with immediate difficulty as he gets into a physical tussle with a group of ninjas. The situation worsens when he is struck and run over by a train, though his incredible durability prevents any serious injury. After these bizarre encounters, the Tick finds himself no closer to realizing his lofty goals of being a legendary protector of the innocent.
