The Turtles and a helpful local boy find themselves in the middle of a culinary turf war when they visit Hu-Shang’s restaurant. The eatery is the final holdout against Gorko, a mob boss forcing restaurants to use "All Spice"—a substance so potent and dangerous it has already mutated a man named Fong into a caged beast. After the Turtles and Hu-Shang’s nephew, Chang Lee, repel several waves of thugs, Gorko hires Buff, a behemoth fueled by a pathological hatred of turtles.
Despite an arson attack that leaves the restaurant in ruins, the Turtles and Chang rebuild the business and take the fight directly to Gorko's headquarters. While the Turtles dismantle the mob's security, Chang handles the "family matter" by defeating Buff in a grueling duel. Rather than turning the villains over to the police, the Turtles implement a more poetic form of justice: the former mobsters are forced to work at Hu-Shang’s restaurant, with Gorko serving as a human billboard and the once-mighty Buff working as the busboy.
