The Turtles return to their sewer lair only to find that Splinter has been abducted by the Mousers. They call April O'Neil for help, leading to a chaotic car chase with the police, who mistake April's van for a getaway vehicle used in a recent robbery. This mix-up unexpectedly leads the police to the actual robbers, allowing April and the TMNT to escape and regroup at her apartment.

Meanwhile, Splinter suffers a serious blow while fighting the Mousers, but the robots mysteriously march away. Splinter escapes into the sewer waters and is found by two human guards, who take him to the TCRI laboratories. There, Splinter discovers that the facility's human workers are actually small aliens utilizing robotic humanoid bodies as a disguise. These creatures are revealed to be the Utroms.
