In a desperate search for the real Brainiac, Superman returns to the site of their first encounter—a circus in Wisconsin—only to find a deceptive stand-in. As the Man of Steel realizes he has been misdirected, a sudden, violent earthquake ripples through the grounds, signaling the start of a global environmental catastrophe. Back in Metropolis, a bald Jimmy Olsen seeks refuge with Professor Hamilton to address his recent Cadmus-induced mutations. Their meeting is cut short when a psychic voice speaks to Jimmy, coinciding with a massive thunderstorm that surges the laboratory's equipment and causes the young photographer to vanish into thin air.

The localized storm quickly evolves into a massive tidal wave that slams into the coast, flooding the streets of Metropolis. Superman is forced to abandon his hunt for Brainiac to focus on the immediate humanitarian crisis, using his strength to hold back the deluge and rescue the citizens trapped by the rising waters.
