Master Splinter, sensing a growing listlessness in his students following the Shredder's defeat, sends the Turtles on a raft trip down the Connecticut River with April and Casey. As they navigate the waters, they pass a nuclear power plant that stands as a grim, silent omen for the tragedy ahead. The group soon discovers a dying aquatic creature—a fishwoman—on the riverbank. Despite April and Casey's desperate attempts at CPR, the creature expires. During the rescue attempt, the Turtles are forced to defend the humans from four protective fishmen who initially mistake their medical aid for an attack.

The situation turns from a skirmish to a funeral as the fishmen realize their mate is gone. April is pulled into a tragic psychic vision, witnessing the ancient history of these "sons of the silent age" and their slow destruction at the hands of human-made pollutants and radiation. As the four surviving males carry their last hope back into the murky depths, the Turtles are left in a haunting silence, reflecting on the striking parallels between the doomed fish-folk and their own precarious existence as the last of their kind.
