The Turtles' return to New York escalates into a full-scale invasion of the Foot Clan’s headquarters, facilitated by the raw power of Zog. Though the Triceraton is dying from Earth’s atmosphere and perceives Raphael as "Commander Zoraph," his military efficiency allows the Turtles to breach a massive fortress hidden behind a corporate bank front. Donatello navigates the group through a labyrinth of false alarms and loading docks, while Zog acts as a "killing machine," absorbing gunfire and clearing paths through legions of Foot Soldiers.

The mission takes a dark turn when Zog, fueled by battle-fury and fading sanity, charges ahead into a room alone. By the time the Turtles catch up, they find their powerful ally brutally mutilated and dead on the floor. The issue concludes not with a final showdown against Saki himself, but with the terrifying introduction of the Elite Guard—three monstrous mutants wearing the Shredder's armor—who stand between the Turtles and their ultimate revenge.
